How the ‘War for Talent’ Is Driving a Change in Identifying Leaders

Modern theories of effective hiring and promotion aim to start with the outcome in mind: keeping the agency’s mission at the forefront, and looking for traits that will contribute to the underlying strategies needed to achieve that mission. This article looks at recent changes in the U.S. Army’s approach to promotions and other personnel decisions, and how similar data-driven decision-making can help public safety organizations looking to identify and reward effective leaders within their ranks.

Failure to Train: Protecting Responder Organizations from a Shifting Legal Threat

As the nation debates the role of police in the community, efforts are underway to redefine the concept of qualified immunity and expand the degree to which public safety organizations are held accountable for the actions of their personnel. This paper traces the modern evolution of failure-to-train lawsuits against law enforcement and other public-sector entities, which effectively begins with 1989’s City of Canton v. Harris. From there, the legal concept of failure-to-train becomes a labyrinth of rules and procedures, with more changes on the horizon. Still, some key factors remain essential to organizations seeking both to prevent misconduct and to defend against allegations. One is effective and continuous training, and another is comprehensive, accurate, and easily accessible data recording that training. This paper presents a compelling case for the twin roles of training and documentation in the ever-shifting environment of public safety.

What Timothy Loehmann’s Firing Can Teach Us All About Better Document Management

For the Cleveland Police Department, the officer-involved shooting of Tamir Rice at the hands of Timothy Loehmann was nothing short of a tragedy. For the rest of the nation’s departments, the organization’s activity in the years following the shooting should be a checklist of what police can do better when it comes to document management.

Avoiding the Perils of Siloization with Effective Training Management

For public and private organizations, overcoming so-called “information silos” (practices and policies that inhibit efficient information sharing) is a major concern. In first response, where documentation is heavy and digital systems often serve as islands unto themselves, the sense of urgency is even greater. Acadis, a Training Management System (TMS) designed to streamline and automate training processes, can help responder agencies overcome an area of response work fraught with “siloized” information—especially when used alongside its suite of powerful modules.
