Project Description
ENVISAGE provides the ICE Academy with business process evaluation and strategic consultation specific to their law enforcement academy training environment. Other areas of tasking include systems development, implementation, and operations and maintenance support to the ICE Academy in support of their Academy Class Management System (ACMS) implementation. This development support consultation began in 2003.

In addition to managing ACMS at the ICE Academy located at the Federal Law Enforcement Training Center (FLETC), ENVISAGE was originally tasked to integrate four (4) academies into ACMS. (Most recently this number has grown to five (5) with the addition of the Federal Protective Service). This massive-scale integration effort involved migrating data from different databases and platforms onto one consolidated Oracle 9i database while insuring that individual academy security was not breached. The ACMS system is now shared by:

  • Immigration and Customs Enforcement (ICE) Academy
  • Customs and Border Protection (CBP) Academy
  • Border Patrol (USBP) Academy
  • Citizenship and Immigration Services (CIS) Academy
  • Federal Protective Service (FPS) Academy (completed in February 2005)

ENVISAGE tasking in this effort included the completion of a full requirements analysis for each of the different academy operations, an evaluation of existing systems, the identification of best practices, and the deployment of the integrated ACMS system. This project required careful data mapping to capture student and instructor training records, as these entities may have had records in more than one system, due to the re-structuring of academies under the creation of the Department of Homeland Security.

This shared platform allows all participating academies to access ACMS, realize economies of scale and share in functionality enhancements. ENVISAGE built tight but flexible security to allow each academy to protect their data from unauthorized use but allow for Academy-specific security needs.

This advanced platform design provides all of the benefits of a shared application with stringent role-based security to insure each academy's data integrity.

Additionally, ENVISAGE was tasked to distribute ACMS to remote locations for ICE offices world-wide. This enhancement allowed regional ICE offices to track mandated ISACT/CSACT (Immigration Special Agent Cross Training/Customs Special Agent Cross training) training to graduates of the ICE Academy located throughout the US. This functionality provides real-time information about all ICE officers as they receive in-service training, while its intricate region-based security only allows each region to view and modify only their staff's records, while providing full access to HQ for all ICE staff training records.
